within Chambers. Various views were expressed but no consensus

was reached. Since then, there have been delays in dealing

with this problem. However, I have looked into the matter

as a result of Mr Lee's question and I will see whether an

acceptable solution can be found in consultation with all

interested parties. To show earnest in the matter, a new & draft bill has already been sent to Mr Lee for his comments.

I am grateful to Mr Lee for drawing this matter to my attention.
