閣下,在新法例未訂立之前,使用屋邨 斑馬線的行人,有甚麼保障?

(The following is the interpretation of what Mrs, Ng asked.)

Sir, before the new legislation comes into force what safeguard

is being provided for pedestrians using zebra-crossings within

housing estates.?

Secretary for Transport : Sir, as I said,

inside private

housing estates and before the enactment of necessary legislation,

the provision of zebra-crossings must be left to the discretion

of estate managers. But I'm quite sure that estate managers will

take into account the best interests of the pedestrians.
