(The following is the interpretation of what the Secretary for Lands and Works

replied.)

Sir, Public Lighting Programme in the village areas is indeed slower than that

in the urbanised areas of the New Territories or urban areas because before the

wires are laid the proposals have to be discussed in detail with the residents

there. This may take several months to complete and only upon the completion of

the negotiations can the Lands Department issue a permit to the contractor to

actually proceed with the installation.
