but I would like to ask him what method would he be using to

encourage Official Members to answer the question in Cantonese ?

主席先生,政府會不時提醒這些議員,假如 問題没有涉及專門性的事項,又如果他們 願意用粵語作答他們可以隨時這樣做。

The authorities will from time to time remind them that on

subjects of a non-technical nature, they are welcome to speak

in Cantonese if they so wish.
