Mr. Hilton Cheong-lean:- Sir, does the urban areas mean Hong Kong

Island and urban Kowloon?

Secretary for Health and Welfare:- I am not exactly sure what

Mr. Cheong-leen is referring to. In my answer the proposals that

we are formulating cover not just the main urban areas of Hong Kong

and Kowloon but also the new towns of the New Territories.
