Sir, you have asked me to emphasize that

these various changes are not intended to convert

the Hong Kong Industrial Estates Corporation into a

part of the Industry Department, or another department.

Indeed, I am to stress it is your intention that :

(a) the Chairman will remain an unofficial;

subject to the enactment of this Bill,

(b)

(c)

two additional members will be invited

to join the Board to give it an unofficial

majority;

all important decisions, including the

allocation of land, will continue to

be taken by the Board; and

(a)

the appointment of the Director of

Industry as Chief Executive of the

Corporation will be reviewed by 30 June

1986.
