Office staff have to determine there and then whether the work which

is in progress, and therfore by definition unfinished, is illegal.

Proof would be difficult if not impossible.

On the other hand it

could be argued on equity ground that enforcement action should

be taken against the one who instructs the contractor and who

benefits from the illegal building works.
