On the basis of the present number of Form 3
students, Mrs Chow suggests that 15,000 Form 4 places
should be bought by the Government in 1986-87,
increasing to 30,000 places for Forms 4 and 5 for the
following two years, and scaling down in 1989 and
thereafter when new Government and aided secondary
schoools come on stream. I would only like to point out
that the number of Form 3 leavers will from now on
correspond more and more closely to the 15-year old age
group because repetition in Forms 1 and 2 will be
reduced, because more and more students will be
attending the class level appropriate to their age and
because the promise of a subsidised post-Form 3 place
for every student who wishes to proceed with full-time
education should result in a higher Form 3 enrolment
ratio than in the past. Hence we have used the
projected 15-year old population for the years 1985 to
1991 to calculate the number of private places required
to be bought to achieve the immediate phasing out of the
JSEA. On this basis, we estimate that some 179,000
Form 4 and 5 places will need to be bought between the
years 1985-86 to 1991-92, or 157,000 places of September the date.
