Thus, in its view, the Commission has honestly
tried to harmonize the needs of the community and the
wishes of the individual within the resources available.
It is now for educationalists and other members of the
public to ponder upon the considerations which I have
mentioned and decide in their own minds whether, as a
result of the Commission's recommendations, the education
system of Hong Kong would not be much better off in the
long run than if we had adopted a more opportunistic and,
in my view, a less responsible approach.
