Supplementary to LegCo Question No. 5

In LegCo on 23 January 1985

Mr. Carl Tong:- Sir, where crane is operating in such a way

its arm extends to an area beyond its own site, in the event

of an accident where the crane arm causes damage to third

parties as in the recent case in MacDonnell Road, what

safeguards are there to protect the innocent third party

who is suffering losses?

Commissioner for Labour:- I understand that most contractors

have third party insurance as a matter of course so they would

be protected by the normal safeguards under the law and also

if they have financial difficulties, they would be covered by

insurance.

Mr. Carl Tong:- Sir, I am surprised that the only department

that has a concern over the safety of cranes is the Labour

Department because as we clearly indicate in this case that
