Supplementary to question No. 3 in the

Mr. Alex WU : Sir, according to the figures given, the percentage of detected

cases leading to conviction was 12 percent of reported cases. Is Government

satisfied with this low rate and, if not, what remedial measures are being taken?

Secretary for Secrurity :- No, Sir, the Government is not in the least satisfied

with that rate of conviction, but the fact of the matter is, I am afraid, that

thefts from the vehicle is an extremely difficult offence to detect. It is for

this reason that theft from vehicles and theft of vehicles has been a major part

of the anti-crime publicity campaign which started in the middle of last year.
