Question:
Could Government inform this Council which department or departments are responsible for the collection of seaborne refuse within Hong Kong waters outside the Victoria Harbour?
Sir,
Although the Director of Marine is not a statutory
authority for the collection of seaborne refuse, he does
have general responsibility for the provision of such a
service throughout the territory. However, because of
resource constraints, the department is at present only able
to provide, first, a scavenging service in Victoria Harbour
and five major typhoon shelters: Aberdeen, Yaumati,
Aldrich Bay, Causeway Bay and Cheung Chau; secondly a
ship-to-ship refuse collection service for ocean-going
vessels moored in Victoria Harbour: and thirdly a boat-to-
boat refuse collection service for dwelling boats in four
typhoon shelters: Aberdeen, Yaumati, Aldrich Bay and
Causeway Bay.

The Urban Services Department is responsible for
the collection of floating refuse at all gazetted beaches,
including those in the New Territories.
