The Sino-British Agreement on the future of Hong Kong is on the whole a good one. What the people of Hong Kong are now concerned about is how it will be implemented, and they certainly would like to see it being properly implemented. treasure the rights and freedoms of choice, of travel and of movement. The Agreement, its Annexes and the Exchange of Memoranda have assured the people of Hong Kong these rights and freedoms, stating that for the purpose of travelling to and from Hong Kong, residents of the Hong Kong Special Administrative Region may use travel documents issued by the Hong Kong Special Administrative Region Government, or by other competent authorities of China, or of other states. stated that holders of permanent identity cards of the Hong Kong Special Administrative Region may have this fact stated in their travel documents as evidence that the holders have the
right of abode in Hong Kong.
