QUESTION NO. 2

Reply by the Hon. Donald P.H. Liao, CBE, JP

Secretary for District Administration

to Hon. CHAN Ying-lun

in Legislative Council on Wednesday, 13 March 1985

Question: Is any guidance given to DO's regarding

the disclosure of Government information both classified and unclassifed, to unofficial District Board members and,

if so, will the same rules and arrangements apply when Chairmanship of District Boards is taken over by elected members?

Sir,

It is the duty of District Officers to

provide unofficial District Board members with all

the necessary information on any matter that may

come before the Board. As regards the provision

of classified information, it will depend on

circumstances but in general such information will

be provided where it is necessary and where the

public interest will not be prejudiced.

This

arrangement will continue to apply and I can assure

Mr. Chan that we will do all we can to ensure that

the Boards can function effectively.
