(9) The Estimates presented in accordance with the provisions of Standing Order No. 54 (Presentation and Second Reading of Appropriation Bill) may be referred by the President to the Finance Committee for their examination before consideration of the Appro- priation Bill in committee of the whole Council. For the purposes of any such examination the Finance Committee shall, unless the committee otherwise order, meet in public and may call before them to give evidence the public officer responsible for the service or services provided under any head of the Estimates.
60A. (1) There shall be a standing committee, to be called the Public Accounts Committee, to consider reports of the Direc- tor of Audit-
(a) on the accounts of the Government;
(b) on such other accounts required to be laid before the
Legislative Council as the Committee may think fit; and (c) on any matter incidental to the performance of his duties or the exercise of his powers as the Committee may think fit.
(2) The Committee shall consist of a chairman and six mem- bers to be nominated by the President, all of whom shall be Unofficial Members. The chairman and two other members shall constitute a quorum.
(3) Upon its receipt by the President, a report mentioned in paragraph (1) shall be deemed to have been referred by the Council to the Committee for consideration.

(4) The Committee may call any public officer, or, in the case of a report on the accounts of or relating to a non-Government body or organization, any member or servant of that body or organiza- tion, to give information or any explanation or to produce any records or documents which the Committee may require in the performance of their duties.
(5) The Committee shall make their report upon the the Director of Audit on the accounts of Government before the
report of Director's report is laid on the table of the Council and both the Committee's report and the Director's report shall be so laid at the same time.
(6) Subject to these Standing Orders, the practice and proced- ure of the Committee shall be determined by the Committee.
61. (1) The Council may in each session appoint one or more select committees to consider matters or bills which the Council may refer to the committee.
(2) The President shall decide the size of every select commit- tee and shall nominate the chairman and members thereof.
(3) The quorum of a select committee shall be one third of the members excluding the chairman, a fraction of a whole number being disregarded.
