notice of his intention to present the bil1 under Standing Order 39(1) accompanied by a copy of the bill and explanatory memorandum required by Standing Order No. 38(6);

the certificate signed by the Counsel to the Legislature under Standing Order No. 39(1); and

a certificate signed by the Member in accordance with Standing Order No. 39(3).

Copies of the notice in paragraph (a) and the certificate in paragraph (c) should be sent to the Counsel to the Legislature.

Standing Order No. 49(1) obviates the need for such a bill

a bill to be published in Gazette Supplement No. 3 prior to its introduction into the Legislative Council.

The Clerk to the Legislative Council will supply copies of the bill to Members

to Members of the Legislative Council prior to the sitting at which it is to be introduced.

Fees

Section 3(1) of the Private Bills Ordinance (Chapter 69) provides that the promoters of every private bill must pay to the Director of Accounting Services a fee of $25,000 for each bill, within 21 days after the receipt by the office of the Clerk to the Legislative Council of the notice of intention to present the bill.

The Chief Secretary may, however, waive payment of the whole or any part of the fee on application made by the promoters, if he is satisfied that the bill is for a charitable purpose, as defined in section 2 of the Registered Trustees Incorporation Ordinance (Chapter 306). A debit note for the fee will be forwarded to the promoters by the Clerk to the Legislative Council upon receipt of the notice of intention to present the bill.
