Reserved bills

The Governor may reserve a bill for the signification of Her Majesty's Government (Clause X of the Letters Patent). Such a bill shall take effect when assent to the bill has been given by Order in Council or through the Secretary of State for Foreign and Commonwealth Affairs and the Governor has signified such assent to the Legislative Council.

After gazetting, the Clerk to the Legislative Council sends the ordinance to the Secretary of State for the final approval, disallowance or other direction of the Queen (Clause XXVIII of the Royal Instructions).

When the Clerk to the Legislative Council receives the notification from London that the Queen, on the advice of the Secretary of State, has not
