There are three authorities on the procedures of the Legislative Council: the Standing Orders of the Legislative Council, the Counsel to the Legislature (the Law Draftsman) and the Clerk to the Legislative Council. Any points of particular difficulty which arise as regards practice or procedure are referred, through the Clerk to the Legislative Council, to the Counsel to the Legislature.

The attached General Circular No. 2/85 describes the general practices in handling the various aspects of the work of the Legislative Council, including Bills, Resolutions, Questions, Adjournment Debates and the Public Accounts Committee.

General Circulars No. 19/76, 26/74, and 30/78 and Secretariat Internal Circulars No. 7/77, 13/79 and 4/84 are hereby cancelled.
