The Governor added that when the title was put

to the Chinese, they might ask how it was to be

translated. It was proposed to say that, since the UK

legislation and the future passport would be in English

only, there would be no need for a Chinese translation.

But if the need arose for an informal translation, the

direct translation '

國 公民に *)' would be

used. With regard to children born

after 1997 to

non-Chinese former Hong Kong BDTCs and other persons

rendered stateless, it was the intention that these

would become British Overseas citizens in 1997. Members

confirmed their agreement on both these points.
