stated that during the transitional period between the
date of entry into force of the Joint Declaration and 30
June 1997, the Government of the United Kingdom would be
responsible for the administration of Hong Kong with the
object of maintaining and preserving its economic
prosperity and social stability. The words "with the
object of" had been omitted from the Chinese version.
The Governor took note, but said that in his
understanding the character which appeared in the
Chinese version, had the meaning "with the object of".
(b) Valedictory

The Governor said that this was the last
occasion on which Mr Davies would be attending for the
Council. Mr Davies had been closely associated with the
Council for the past 11 years not only as Secretary for
Security, but also, in the last two years, as Secretary
(General Duties). His performance had been exemplary
and he was sure the Council would be extremely grateful
to him for all he had done. He extended a very special
vote of thanks to Mr Davies and wished him and his wife
relaxed retirement. He was sure that the Council
would wish to be associated with that vote. Sir S.Y.
Chung said that all Unofficial Members would wish to be
associated with the Governor's words. They were
extremely grateful for what Mr Davies had done.
