REPRESENTATIVE GOVERNMENT

The Secretary of State is meeting Mr Renton and

officials at 11.30 on Friday to discuss the future development

of Representative Government in Hong Kong. There are a number

of aspects to

to this question which the Secretary of State may

wish to consider before the meeting.

Chinese concerns

the

High level Chinese concern at the direction and pace of

Constitutional development in Hong Kong is now clear. Prior to

second Joint Liaison Group meeting in November, we had

received a number of indications

of this concern, both officially and unofficially. In retrospect it is clear that we

did not take these signs sufficiently seriously.

As a result

the Chinese felt it necessary to indicate their displeasure

officially through Xu Jiatun's press conference in Hong Kong on

20 November.
