i) Encourage emergence of subject leaders by appointments to committees;

encourage Unofficials to

of policy committees, outside present Standing Orders;

iii) establish Standing Policy Committees

i) increase proportion of Legislative Council Unofficials;

merge as appropriate with present UMELCO committees;
