In order to keep you up to date with our thinking I enclose a copy of a minute by Alan Scott together with the paper attached to it on Further Development of Representative Government in the 1987 Review. This is very much a working paper and I hope a more considered version will emerge by the end of the year. In the meantime it will show the way in which our minds are presently working.
