At the last Tripartite China Seminar meeting here last month it was decided that the topic for the next meeting to be held 5.30-7.30pm on Tuesday 18 March would be current political developments in Hong Kong and their bearing on Sino-British relations. Dr. Hugh Baker will be in the chair.

Hugh and I would be most grateful if you would agree to be one of the two speakers at this meeting as you were at the November 1984 session of the seminar when you very kindly gave us your perception of the Sino-British Accord on Hong Kong.

We have not yet decided on who to approach as the other speaker but it is likely to be some one from the Hong Kong Government Office.

Hugh and I hope very much that you will be able to accept our invitation and look forward to your reply.
