There are three principal ways of tackling option (ii).

First, the Chief Secretary at some stage becomes the Chief

Executive;

second a Senior Unofficial at some stage becomes

the Chief Executive; third, the Chief Secretary initially

becomes the Chief Executive, with a Senior Unofficial later taking

over from the Chief Secretary as the Chief Executive..

The C. P.G. will dislike option (ii). There is an

argument for delegation to the Chief Secretary on grounds of

pressure of work. If they can be persuaded to accept it,

they will wish to have power of appointment, of both the

new style Governor and Chief Executive. The post of new

style Governor would be a divergence from the Joint Declaration.

and their lowest price could be power of direct appointment,

on the analogy of the British Governor.

The Governor presides.

If the aim of separating

the powers of the Governor is pursued, his role as presiding

officer of Executive Council could be gradually devolved to

the Chief Secretary/Chief Executive.

Ultimately, the

Governor would chair Executive Council only for foreign and

defence matters.
