12. AS WE SAID AT JLG, WE ARE INTERESTED IN A GENUINE TWO-WAY DIALOGUE. SELIEVE THIS IS PEST CONDUCTED INFORMALLY AND QUIETLY TO AVOID EITHER SIDE ADOPTING ENTRENCHED POSITIONS. HOPE THAT THE CHINESE SIDE WILL SHARE WITH US ANY PRELIMINARY THOUGHTS THEY MIGHT HAVE IN THIS AREA SO THAT THERE CAN BE A CONSTRUCTIVE EXCHANGE OF VIEWS BASED ON DIRECT KNOWLEDGE OF EACH OTHER'S THINKING. HOSTILE EXCHANGES BASED ON INACCURATE KNOWLEDGE DERIVED FROM PRESS REPORTS NOT A GOOD WAY TO PROCEED.

13. BRITISH SIDE'S ONLY INTEREST IS IN LEAVING HONG KONG IN GOOD SHAPE IN 1997. WE HAVE NO INTEREST IN SEEKING TO UNDERMINE CREDIBILITY OF CHINESE GOVERNMENT'S PROMISES, WHICH FORM SUCH A LARGE PART OF THE AGREEMENT. BUT WE CANNOT ALONE SUSTAIN THEIR CREDIBILITY. NEED HELP FOR THE CHINESE GOVERNMENT. SUCCESS OF AGREEMENT, AND SATISFACTOPY RESOLUTION OF SENSITIVE HISTORICAL ISSUE CLEAR DEMONSTRATION OF BRITISH SINCERITY. WITH THIS PROBLEM BEHIND US, SEE NO REASON FOR CHINESE GOVERNMENT NOT TO TRUST US TO EXERCISE OUR RESPONSIBILITY FOR ADMINISTRATION OF HONG KONG PESPONSIBLY.
