The following is a 10-Point Programme of what I

wish to accomplish and promote if I am elected to the

Legislative Council in September.

We will have to press ahead towards a

representative system of Government. By 1988, there

should be an increased number of indirectly elected

Legislative Councillors plus a certain number who are

directly elected from regional constituencies. A form

SAR status will have to be progressively developed.

preserved under the Sino-British Joint Declaration
