Thank you for your letter of 27 September about relations between the Embassy and the Hong Kong and Macao Office of the State Council.
I was of course disappointed that Li Hou did not rise to my bait when I suggested periodic meetings between him and me during Michael Thomas's recent call on him. But I was not altogether surprised.
I shall now concentrate on getting alongside Lu Ping as often as I can. I ought to have quite a few opportunities of meeting him during the next couple of months.
On your suggestion about an early visit by Peter Thomson to Hong Kong, Thomson has just sent a tele- letter to John Boyd. As he says there, I am in favour of his making such a visit.
