I have the honour to address you on the subject of the conduct of certain aspects of the external affairs of Hong Kong.
As a matter of policy of successive British Governments, Hong Kong has, over many years, been allowed
to manage its own external commercial relations. In
recognition of this, the United Kingdom Government hereby formally confirms that you are entrusted with executive
authority to conduct external relations on behalf of Hong
Kong as follows, namely to negotiate, conclude and implement trade agreements, whether bilateral or multilateral with States, regions and international organisations and to conduct all other aspects of external commercial
relations.
I should be grateful if you would acknowledge the receipt of this despatch.
