Thank you for sending me a copy of your letter of 9 September to Tony Galsworthy about relations with the Hong Kong and Macau Office.
There was a useful testing of the water during the recent visit by the Attorney General, and you will shortly have other visits from Hong Kong ranging from the Chief Justice through the Secretary for District Administration to the Secretary for Lands and Works.
We were grateful to you for suggesting to LI Hou that you should call on him from time to time but not surprised that he did not rise to the idea of official contacts. LI Hou seems to be the least approachable among those in the HKMO. This suggests that more informal contacts are indeed going to be our best bet. In order to prepare them I think it would be very valuable if Peter Thomson could now come down for 3 or 4 days so that he is fully briefed on all our current concerns.
