consequences of which would be difficult to unwind, the
approach adopted in the White Paper is the one most
likely to secure the immediate and longer term
objectives I mentioned at the beginning of this speech.
(8) Composition of the New Style Legislative Council
20.
So, for the new style Legislative Council, the
White Paper envisages a blend of membership appropriate
to Hong Kong's changing circumstances. This is to be
achieved by a unique mix of systems designed to assemble
Legislative Council consisting of
12 "populist"
a
members elected by electoral colleges made up of
District Board
groupings and the two regional level
councils; 12 "functional" members elected by interest
groups; 22 members appointed by the Governor who will
select them on the basis of their track record in public
life and their experience of government and he will also
be concerned to cover those elements in our society
which may not otherwise be satisfactorily catered for;
and, finally, 10 civil servants (including the present 3
ex officio members) to provide, for the time being at
least, that necessary link with the Administration. So
