HONG KONG LETTERS PATENT AND ROYAL INSTRUCTIONS

1. I attach a draft of a submission to which is attached

the current drafts of the amending Letters Patent and the

Royal Instructions, together with an Explanatory Note for the

Privy Council.

2. You will wish to submit to Ministers and obtain their

authority for placing the drafts before The Queen in Council.

3. It would be prudent to put copies of the drafts of the

Instruments (but not of the Explanatory Note) in the Bag for

the Hong Kong authorities. We will send clean proofs in due

course.

4. In the meanwhile Legal Executive Section will obtain clean proofs.

5. When the Secretary of State has approved the submission,

Legal Executive Section will write to the Privy Council offices

on his behalf, submitting the drafts. The latest time for

delivery of the drafts is 14 March at 12 noon. After the

drafts are approved, there will be a little delay before we are

in a position to send them to Hong Kong as there are necessary formal steps to be taken before the Letters Patent

can be sealed and the Instructions issued.
