The implementation of the decision to introduce the first

Elected Members into the Hong Kong Legislative Council.

RECOMMENDATION

2. I recommend the Secretary of State authorise the submission

of the draft amending Letters Patent and the draft Additional

Royal Instructions to HM in Council at the meeting of the Privy

Council on 20 March 1985. An Explanatory Note for the Privy

Council is attached.

BACKGROUND

3.

Following the issue of a consultative Green Paper in Hong

Kong in July 1984, Ministers agreed that Elected Members,

indirectly elected to represent local government areas and

economic and professional interests, should be introduced into the

Hong Kong Legislative Council. The Hong Kong Government

subsequently published a White Paper notifying the intention to reconstitute the Legislative Council so as to comprise, the Governor, three ex officio members (Chief Secretary, Attorney General and Financial Secretary), a further seven official members,

twenty two members appointed by the Governor and twenty four

Elected Members. The Elected Members would consist of twelve
