BACKGROUND

Elections were held on 7 March 1985 for Hong Kong's 19 Local Government District Boards. 213 seats in 130 constituencies were contested by 477 candidates. 476,530 persons voted, representing 34% of the 1.4 million who were registered to vote.

The first elections were held in 1982 to elect members to 132 seats on 18 Boards. 342,500 persons, or 38% of the registered electorate of 900,000, then voted.

The latest elections are part of the Hong Kong Government's plans to develop representative government in the territory. The role of the District Boards in this system expanded last year when the Government announced that:
(A) In April 1985 the number of elected members of District
Boards would increase from 132 to 237; and
(B)
in September 1985 elected and appointed members would together elect 10 members of the Legislative Council, part of the Council's first ever elections to choose 24 of its 56 members.
