CONSULAR AGREEMENT: CHINESE VISA OFFICE

Thank you for your TL. of 5 September.
Our telno 1704 was intended only to signal agreement
to your providing Peking with the information on the
completion of the Visa Office procedures, contained in
para 2 of your TL. As agreed with the Chinese, we
would not (not) wish the Visa Office ordinance to
come into effect before the Consular Agreement.
3. If Peking agree, we propose that they should speak
to Consular Department on the lines of the second half
of your para 2 explaining the briefing process in
Hong Kong.

On the UK side, we could not complete the procedures
giving the Consular Agreement force of law before
the end of November. The draft Order has to be
debated in both Houses of Parliament during November,
and will then be considered by the Privy Council,
probably at a meeting in the third week of November.
We are therefore aiming, if you and Peking agree,
for both the Consular Agreement and Visa Office
Ordinance to come into force by the end of November or
beginning of December, through the exchange of notes
