4. NTD advise that in an urgent case such as this, Articles 3 and 7 of the Agreement could be submitted to the Cabinet Committee on Immunities and Privileges after signature. final step would be the Order In Council. This could in theory be presented to the House of Commons by any FCO Minister or Parliamentary Under-Secretary, depending on who was available at the time. Mr Whitney might be most appropriate, given his responsibility for NTD, who will submit the Order. No action has yet been taken on this, since it is not yet clear when the Agreement will be signed. When it has been, Parliamentary time will be booked through the Whip's Office to enable the Order to be presented.
