(The above-mentioned Chinese citizens should, as is required, clear
formalities for visa with the British authorities in Hong Kong).
If the above proposals are acceptable to the Government of the United Kingdom, this note and the Embassy's note of reply will constitute an understanding between the two governments on this matter, which will come into operation on the date on which the Government of the United Kingdom notifies the Government of the People's Republic of China that the procedures requried to give effect to this memorandum have been
completed.
The Ministry avails itself of this opportunity to renew to the Embassy
the assurances of its highest consideration.
