In this note the term "officers" means officers who

are holders of diplomatic or service passports of the People's

Republic of China.

In addition to the function of issuance of visas

provided in paragraph II (2) of the memorandum of 23 September

1981, the Visa Office may issue replacement passports or

certificates substituting passports to Chinese citizens whose

passports are full, or have been lost or stolen. (The above-

mentioned Chinese citizens should, as is required, clear formalities

for visa with the British Hong Kong authorities).

If the above proposals are acceptable to the Government

of the United Kingdom, this note and the Embassy's note of

reply will constitute an understanding between the two

Governments on this matter.
