Goods imported into, exported from and pur-
chased in Hongkong, either by the Visa Office

is exempted from inspection, except where there are
serious grounds for believing that it contains articles
whose import or export is prohibited by the local law

8. In this Note the term "officers" means officers
who are holders of diplomatic or service passports
of the People's Republic of China.
In addition to the function of issuance of visas
provided in paragraph 2 of Article II of the Memorandum
of 23 September 1981, the Visa Office may issue replace-
ment passports or certificates substituting passports to Chinese citizens whose passports are full, or have
been lost or stolen. (The above-mentioned
