this connection I do not think that the Governor's part in the enactment of the amending legislation by which these words are removed from the Ordinance will itself amount to a general permission or direction enabling others without more ado to propose resolutions to amend the ceiling.
I think the effect will be that in all cases the Governor will still in future be required by Article XXIV of the Royal Instructions expressly to allow or to direct another person to propose the resolution if he does not wish to do so himself.
5. In short, I concur in the proposal in Hong Kong telno 18 of 4 January, paragraph 4, to delete the words "by the Governor". This is on the assumption that the Governor will still comply fully on each occasion with Article XXIV of the Royal Instructions. I also concur in the other legislative proposals in that telegram.
