SECRETARY OF STATE'S MEETING WITH DENG XIAOPING: 31 JULY

I enclose a copy of our full record of the Secretary of State's meeting on 31 July with Deng. Also enclosed for your file is a copy of Molly Dawson's shorthand record. A comparison of the two will show that our record has been considerably "boiled".

2. You might be amused to learn, (if you have not already heard from those who were present), that Deng's remark

(as received in English) that his suntan made him look like

'an African" was the result of diplomatic interpretation.
