Wu worked in the urban works office of the Party Central China Bureau until shortly before the end of the anti-Japanese war, when he was transferred to Shanghai, where he began a long association with Hu Yaobang. He worked underground in Nationalist- held areas during the civil war and throughout the Fifties and and early Sities, was a senior official in the youth organisations of which Hu was the Chairman.
