We usually register agreements unilaterally, though we have

on occasion done so jointly. We believe that the Chinese do

not normally register their bilateral agreements with the UN

at all, though they do not seem to have objected when the other parties to such agreements have done so.

NATIONALITY TITLE

4. We foresee difficulties with the Chinese over this, and indeed over virtually any title which will be easily accepted in Hong Kong and understood elsewhere. The main problem is that they will not wish to have the description "British" attached to "Hong Kong". This conversation will give an opportunity to guage the strength of Chinese feelings on the subject. The Secretary of State will no doubt wish to

emphasise the strength of feeling in parliament and in Hong

Kong on the subject.
