Thank you for your letter of 12 December about human

rights in China, which you suggested I discuss during

my recent visit to Peking. In practice, there was no

prospect of doing so during a stay which was so short

and whose central objective was to sign the Joint

Declaration on Hong Kong.

circumstances make it possible and helpful to discuss

human rights, including individual cases, the Government

will do so, with China as with other countries.
