My visit to Peking and Hong Kong for the signing of the
joint declaration on Hong Kong was a historic occasion, and for me a uniquely moving one. I was very glad to have the opportunity not only of reporting formally to members of the Executive and Legislative Council in Hong Kong but also of meeting them less formally at the lunch which the Unofficial Members gave for me.
In thanking you and your colleagues for your hospitality on that very happy occasion, may I repeat my thanks for the wisdom and vision which you have contributed to our counsels throughout the negotiations. We have shared many anxieties but I believe that, with your help, we have achieved a basis
on which the people of Hong Kong can face the future with confidence and optimism.
