Please accept our apologies for the delays to three telegrams during the Prime Minister's tour last week, to which you drew my attention in your letter of 24 December.

2. We have checked on the handling of each telegram and

have found that all three were transmitted and received well

in advance of the Deskby times, and I regret that the delay

in each case seems to have occurred in the handling after

receipt of the telegram. We have drawn the attention of Hong Kong and Peking to the delays and have asked for an explanation.

There was also a regrettable delay in distribution in

London in handling your telegram to Sir Philip Moore, though

because the two officers concerned are on leave at present

we have not been able to establish the precise course of

events.

The rules on priority to be given to Deskby telegrams

and the need for them to reach the responsible officer in

time are clearly laid down. When we have established what went wrong in these cases, we shall certainly consider whether an instruction reminding staff of these rules would

be helpful.
