DELAY IN TELEGRAMS FOR THE PRIME MINISTER'S PARTY

Following my interim minute of 28 December about the

letter from Mr Butler at No.10 concerning the delays to three

telegrams, we have now received reports from Hong Kong and

Peking.

These put rather a different light on what happened,

and I submit a revised draft reply to Mr Butler.
