The bilateral political brief would begin with a
short tour d'horizon of the growth of bilateral relations
in recent years. The Prime Minister could mention
particularly the growth of trade, the expansion of
contacts in science and technology, and the
intensification of political dialogue. The conclusion
would be that there has never been a better opportunity
to put substance into the relationship. The
Prime Minister could underline our interest in the
success of China's current outward-looking policies and
pragmatic approach to development, both for
both for bilateral
ends and for world stability.
8. Although time will be very short, discussions could
cover certain specific bilateral issues, such as the
Chinese invitation to HM The Queen to visit China; the
agreement to exchange Consulates General in Manchester and
Shanghai; and claims against the Chinese Government.
