1. I submit a draft of the speech to be delivered by the

Prime Minister at the signature ceremony on 19 December.

It takes into account comments made by Peking and Hong Kong.

2. It would be helpful if we could incorporate at this stage

any comments which you or Dr Wilson wish to make. I think it

would be best to delay submission to the Private Secretary or

Number 10 until we can provide drafts of all three of the

speeches to be delivered by the Prime Minister in Peking and

Hong Kong.
