PRIME MINISTER'S SPEECH IN HONG KONG
1. I submit a draft of the speech to be delivered by the Prime
Minister in Hong Kong. It is closely based on a draft supplied.
from Hong Kong, and also takes into account certain comments from
Peking. The full text is being sent to Peking and Hong Kong for
any further contributions. Any comments which you and the Governor
may have at this stage will be worked into the next version of
the draft.
2. We should aim to submit this speech, together with the
Prime Minister's Peking speeches, towards the end of this week.
